Paragon elite pve only shout "shut the f@*k up!" all enemy spells have + 60 sec recharge, all enemy casters in the area are daze for 1min, knowdown and bleed for 30 sec if they're casting a spell.

No, but Shatter Enchantment AND Enchanter's Conundrum....now that WOULD be overpowered.
